Why Pepper Mills made backwards?

First, is the whole pepper on the table. I have one that has its share of the milling up for use by turning upside down. Then lower the milling section at the top and has never made a mess. Is not it bother anyone else? To Fluffenut: No I think you understand what I mean. Think of the plant that is flat on top so when you are done you can turn it upside down on the table. I have a well and much better than the traditional "Towards the plants." To Xjoizey: Failure occurred in reverse, would not a small plate underneath. duh
